Three states adopt legislation similar to California's Rule 1168

Commencing on Jan 1, 2009, the states of Connecticut, Maryland and New Jersey are enacting legislation that governs the amount of ozone depleting compounds, aka , Volatile Organic Compounds or VOCs, found in contact adhesives such as solvent cements, cleaners and primers used to prepare and join PVC, CPVC and ABS pipe and fittings. Years ago California was the first state to eneact ground-breaking legislation along similar lines.

The primary difference between the rules in the three states is that in New Jersey  there is a "grandfather" clause that allows for product manufactured prior to Jan. 1, 2009 to be sold and utilized in the state indefinitely. Conversely, in Conn. and Maryland, only product which complies with the new lower standards for VOC levels will be permitted for sale and use regardless of when it was manufactured.
